House Joint Resolution 1003 of year 2005 contains a proposal to amend the constitution of Arkansas and allow charitable associations to conduct bingo games and ruffles. If voters approved the amendment, it would become effective on 1 January 2007.
Nonprofit religious, educational, service, medical, veterans, fraternal, civic, volunteer fire, volunteer rescue and volunteer police organizations would be allowed to carry out bingo and ruffles by the amendment. Organizations would have to use the proceeds for charitable, philanthropic or religious purposes only and they would be required to have been in existence for five years at least.
State Rep. Shirley Borhauer proposed the amendment, with the support of nine other legislators, during a regular legislative session dedicated to reforms in education. In her speech, Borhauer presented the case of the Catholic Church and the way it uses money from charitable bingo to support schools.
